Past Parish Council Reports to the Village

Parish Council Meeting 17/11/2005

It was agreed by the members to bring forward all of our forth coming meetings by one week, this will allow us just enough time to be able to get these reports into our Thorpe Times magazine, thus our next meeting will be on the 12-1-06.

Police report: P.C. Darren Marshall confirmed that PC Scott Lee-Amies will be leaving soon and no replacement has yet been made although there is some movement of staff in the Sudbury sector. The new speed camera is being used in the area but not in this parish yet.

Local needs housing survey: All members have received a draft Suffolk Acre housing survey form. I asked for comments from all members present and after some discussion it was agreed to arrange an informal meeting with Loiuse Wilby the housing coordinator in January to approve a survey form which will gather the necessary information from all houses in the parish.

County Councillor Jeremy Pembrook expressed his deep concern for our health services, he has been informed that there is no more money to relieve the deficit and that closure of community hospitals is inevitable County representatives appreciate the need for PCT’s to address the deficit but argue they should be given time. The possibility of the merging of the police authorities has offered 4 alternatives. Status quo or merging of other counties. The preferred option would be status quo with improvements, or a merging of Norfolk, Suffolk and Cambridgeshire. Mr. Pembroke urged the council to consider the options and respond, possibly through SALC. The County Council is working on the budget and will announce the council tax in February. With a government grant of just 1.7% and no lump sum payment this year the budget will he very difficult balance between services and council tax increases.

Planning: Land opposite Bull house, Thorpe Green lane. Erection of animal sheds, food store, hay-straw barn and cart shed. Response: No objections.

Parish Council Meeting 22/09/2005

Bus shelter:  The clerk has spoken to Gary Trotter of the County Council public transport team. We are advised that the project has received some 400 applications. These are being dealt with in order of priority and availability of funds. The team is currently completing around 15 units per year, and it is therefore evident that our request may take some time to complete.

Burtons bus service:  The clerk has spoken to Phil Mcgill of the County Council transport dept regarding the service loss at Blacksmiths Lane. The service review has just begun and we can still submit our comments. Since the meeting Councillor Pembroke is looking into the situation and after getting the 376 service to a higher operating standard is now able to look at altering the route to take in Blacksmiths Lane. We hope this will be the case and happen over the next few weeks.

Police report:  P.C. Darren Marshall reported a crime free period since the last meeting. As reported before Scott Lee-Amies will be leaving the area in December to join traffic division. No replacement has been arranged at this time. Five officers have left the region recently and as yet none has been replaced. P. C. Marshall announced the introduction of a hand-held speed camera that has been issued to local beat officers for use in their parishes. It is expected that this camera will operate for approx 8 hours per month in our sector. It will be used in 30 mph limit areas only, with a fixed penalty fine issued for offences up to 50 mph. Offences in excess of 50 mph will result in a court summons. Following the earlier discussions with regard to police numbers and difficulties in finding replacement officers some views were expressed on police priorities and funding.

Local needs housing survey:  The clerk has spoken to Louise Wilby of Suffolk Acre who is the local housing enabler. She has recommended that an initial survey could be published in the parish magazine to establish any housing need. She would be happy to help draft the survey form and work with the parish council to analyse the results and advise on any necessary action that may need to be taken. A system of collection of the forms will need to be agreed in order to maximise the results to provide an accurate guide to the needs of the village. The clerk will arrange for copies of the Suffolk Acre draft survey form to be circulated to all members prior to the next meeting for them to consider and discuss further action at the next meeting.

Planning: Land adjacent to the Mansion, Blacksmith Lane. Change of use from agricultural land to domestic garden. Response no objections, subsequently granted, subject to conditions.

Report of the meeting on 21st July 2005.

I am sorry that this report did not entered in August but we deferred the meeting for a week and missed the deadline. This mat happen again as our next meeting is the 22nd September.

Bus Shelter

A bus shelter for Thorpe was discussed last year, but for some reason it appears to have been forgotten by the County Council Transport Team. We have contacted them and our Clerk should have more information at our next meeting.

Police

Police reported that PC Scott Lee-Amies will be leaving the area soon and a replacement will be made.

Roads

A Councillor reported poor road surfacing and pot holes in School Lane.

Housing

A question of affordable housing was raised. It was agreed to put this on the agenda for the next meeting when Council would discuss the need to undertaking a housing survey.

Planning

Elderhouse Farm, Bulls Wood Lane, Cockfield. Erection of a detached two-storey dwelling with detached double garage. Response - no objections, recommend acceptance.

Land adjacent to Valley Farm Barn. Change of use from agricultural land to garden land for Valley Farm Barn. Granted subject to conditions.

Chairman's Annual Parish Council Report

Last April saw some changes at the helm of our Parish Council. Ann Nicholls retired from the chair and I was elected chairman. I would just like to take this opportunity on behalf of the council and the village to thank Ann who did an excellent job over the last several years, as I have stated before I have always admired Ann's approach and style, she will be a pretty tough act to follow. We als had a change of Parish Clerk, Alan Morgan very kindly stepped into the post and has quickly become a great asset to our council and is very much appreciated. I would like to mention and recognise the outstanding contribution Herbert Rampling, our retiring clerk, made. He served our council and village for forty years - a remarkable achievement by any standards. One of the first things I did as the new chair was to amend our standing order and adopt a maximum of a two-year period as chairman. I felt this was beneficial to all, it was agreed and carried by the council members.

Whilst apprehensive of becoming the new chairman, I felt what possibly could cause me concern in a lovely place like Thorpe, well in a short time a very alarming party invitation fell into our hands; this was to be held over a full weekend at Elm Tree Farm. Soon it escalated into a major concern for villagers especially those in near proximity of the event. I am very pleased to say just how quick our local authorities were on the case, especially Mike Crisp from Babergh's Environmental Department. He, along with considerable help from our own members, the local Beat Officers, Clive Arthey and concerned parishioners forced the event to adhere to quite a strict code of conduct, unfortunately they didn't oblige and consequently they were fined accordingly.

I am not sure what Herbert wrote in his last letter to the Highways Department before he retired, but whatever it was certainly had a major effect on the roads of Thorpe as we were given a complete refurbishment of our highways throughout the village which was very pleasing indeed.

Speaking on behalf of the parish council I would like to thank the Village Hall Committee, especially Jasmine, for all her fund raising events held over the last year and her relentless efforts in keeping this old hall up to scratch.

Planning has been much the norm, no real major issues. Finally I would just like to thank the Parish Council Members, our Parish Clerk, Local Councillors and our Beat Officers for all their help and support they have given me over the last year.

The Parish Council Meeting took place on January 20th. Items of interest were as follows.

BT confirmed that there is a back log of three months on all payphone consultations. No action is to take place regarding the Blacksmith Lane Payphone without further consultations with the Parish Council.

The Police reported a lower crime rate in this Village over the last nine month period compared with the previous year.

The Public Footpath signs at Folly Farm and Home Farm still have not been corrected but authorities will be contacted again.

There was some disappointment that the new Bus Service operator, Burton's, are not extending their bus route to Blacksmiths Lane on Wednesdays, but the Parish Council intend to contact Burton's to see if this can be reconsidered. However, the new and up-running LAMBS service has now taken Thorpe under its wing and provides an excellent service for our Parishioners.

There was no financial or planning news to report.

Villagers finding rubbish fly-tipped in entrances to their properties can contact the Council to get them to remove it.

The next meeting is our Annual Parish Meeting on the 17th March. Hope to see you there.

Meeting held on 18th November 2004.

Members discussed various issues. 

Firstly the Elm Tree Farm event, due to the illness of the Babergh Environment Officer, Mike Crisp, no official report of the proceedings and outcome of the event has been received from Babergh. I can however report that the District Council was successful with the prosecution against the organisers. I am confident that the prosecution and other issues concerningElm Tree Farm will ensure that the nuisance to residents of Thorpe Morieux would not be repeated.

No further news from BT about the removal of phone boxes in Thorpe but we are still monitoring their plans.

Clive Arthey, although not present at the Meeting, left a report which stated that the car park in Lavenham is to remain free, local plan enquiry under way and alternate week collections of recyclable and residual waste to continue, with recycling rates now over 30%.

Wheelwright's, Bury Road. Application for listed building consent - Reinstatement of front door and insertion of replacement side entrance door - Granted.

The meeting held on the 16th September saw a number of residents attend, concerned about noise disturbance in our village, mainly the Elm Tree Farm three day party. It was difficult to go into great detail with the issues about Elm Tree Farm as it is with the legal department at Babergh District Council at present..

The council has however tried to meet some of the residents concerns by publishing in the Thorpe Times firstly a notice about the hire of our Village Hall giving details of the Licensing Terms and Conditions and secondly we have given a contact number if a serious case of noise intrusion occurs. We, as a Council, would ask all residents to be responsible on both sides: a) as a noise issue being considerate and respectful to neighbours and b) to protect community spirit. Please use the contact number as a last resort.

Wheelwright's, Bury Road: reinstatement of front door- granted.

Woodview, Bury Road: erection of 1 1/2 storey detached building for use as residential annex - refused.

Firstly I would like to thank the retiring chair and clerk from our council. Anne for the last seven years has done a wonderful job and I have admired her style and approach as chair. As for Herbert 40 years service as Parish Clerk is a fantastic achievement and dedication to our village, well done indeed. I would like to thank Allan Morgan for becoming the new clerk of our council. He comes with much experience and he is very much appreciated.

As for parish news, well the last letter that Herbert sent to the Highways Department must have worked, because we can all see the vast amount of work that has been carried out on our roads over the last few weeks, a much needed improvement.

Two new Beat Officers are now operating in our area. P.C. Darren Marshall and P.C. Scott Lee-Amies will be to hand and shortly to be seen on their bikes.

Planning:

Woodview, Bury Road: erection of No. 1 dwelling ( existing dwelling and buildings to be demolished).

Green Farm: erection of stable block and cart lodge.

Potash Farm: change of use of part agricultural barn to office use plus construction of drive and erection of three outbuildings.

All the above granted by council, some subject to conditions.

HERBERT’S RETIREMENT

April 22nd was the final meeting of the Parish with Herbert Rampling as Clerk with a surprise presentation and party planned for after the meeting. The turn out was excellent. A change of plan meant that Mary Mitson-Woods of Suffolk Association of Local Councils asked to make her presentation of a certificate at the beginning of the meeting. Herbert was surprised and thrilled but nevertheless claims he was unaware of what was to come.

After a thought provoking meeting I had the great pleasure on behalf of the village in presenting Herbert with a picture by Graham Portlock of St Mary’s Church (a view very similar to that seen from Herbert’s home) together with Gardening Gift Vouchers and a bouquet for his wife Phyllis. Cohn Simpson, a past chairman, and I thanked Herbert for all his hard work over forty years.

 

Presentations were followed by refreshments, where everyone had a chance to chat and reminisce. Thanks to Betty Squirrell, Dot McNaughton, John and Jasmin Gagen for all their help. (All refreshments were donated.) Biggest thanks must go to all of you who made generous donations and supported the collection, which made a total of £352.50, which enabled us to make a suitable retirement present to Herbert for 40 Years service.

 A warm welcome, to Alan Morgan as our new clerk. Alan is very experienced as he is also Cockfield’s Parish Clerk. 

On a personal note I am retiring as Chair of the Parish Council. (I will serve on the council). I would like to thank my fellow councillors for their support and of course Herbert Rampling for his guidance and assistance over the past seven years. The co-operation and understanding of parishioners, sometimes through difficult times, has seen me through what can be a balancing act complying with government regulations and the paramount, in my mind, needs of our community as a whole.

To TM5

I guess you will be wondering what this stands for, well I think you must all know about M15 so TM5 is what I class as the Thorpe Morieux Secret Service as I had no idea whatsoever of the events that were to take place at our Parish Meeting on 22nd April.

First of all it was the Chief Executive of the Suffolk Association of Local Councils,  Mary Mitson-Woods, who presented me with a certificate to mark my retirement, also in recognition of my 40 years of service in local government, serving as the Parish Council Clerk. It was a great honour and much appreciated to receive this, but I feel it is also for the whole community who have had the patience to bear with me during this period of time. Having known Mary for a number of years, she and her staff have always been very helpful when approached on Council matters, more recently on The Old Forge/Pond Project. I am afraid I was at a little loss for words but thank you very much Mary.

More was to come when our Parish Council Chairman Anne made a presentation to me on behalf of the whole village of a framed picture of our lovely St Mary’s Church (the Church where Phyllis and I were married just over 54 years ago) which I will always treasure and also the garden vouchers. It made me feel very humble by the kind words that Anne had to say and it has always been a pleasure to work with her. I must also thank Colin for his kind words. He has been councillor for many years and Chairman on three different occasions. 

Most of all I must thank Anne who I am sure did a lot of the donkey work in organizing the events of the evening, and to all her helpers who did a wonderful secretive job in making the evening so great and something I shall never forget. On behalf of Phyllis may I offer her sincere thanks for the lovely bouquet of flowers that she was given. I have enjoyed my time, it’s been a pleasure to have been able to serve the parish all these years, I have served under several Chairmen and Councillors and I like to feel that we have always had a good working and friendly relationship, and that we have always worked for the good of the parish and its people. I hope you give your full support to the new Clerk Alan Morgan who I am sure will be very able. 

Finally I must say a personal very big thank you to everyone who made all this possible, for all your good wishes and as I have said, something that will always be with me. I would also like to thank those who have written to me with their best wishes and thanks for the way in which I have served the parish. My sincere thanks and best wishes to you all. God Bless.

Firstly I would like to apologise for not sending a report for February / March which was due to unforeseen circumstances.

Standing Orders

The draft of these has now been approved by Councillors and a full copy will now be given to all Councillors.

Highways

Various road surface repairs have now been reported to the Council. There is no guarantee when pothole repairs will be undertaken because of the recent weather conditions and the already high number of complaints received by the Highways Department. Of the request for some kerbing on the C701 at Newson's Corner, this is unlikely to rate a high priority as kerbing is only carried out where there is a serious drainage or safety issue. With regard to hedgerows overhanging the highway, whenever possible the owners of the adjoining land should be contacted directly as this is where the responsibility lies.

Planning

There have been no applications this month.

Reports

These were received from Babergh District Councillor, C. Arthey, who said that any new car parking charges in the district would not be introduced at the present time. The Babergh element of the Council Tax would be increased by 3%. There was no further development as to the land on the Bury Road. County Councillor, J. Wyn-Roberts said that the Council Tax would see an increase of 4.5%. The Boundary Commission's findings on the County Electoral Boundaries said that Councillors should be reduced and not increased. Community Police Officer, PC Darren Marshall, introduced himself as our new Officer and told of the recent crimes that had been committed within the Village. He also urged everyone to be vigilant and report anyone acting suspiciously.

Bus Shelter

The Parish Council has been asked if it would consider having a shelter erected on the Bury Road in the vicinity of the telephone kiosk. J. Wyn-Roberts said the County Council would in some cases supply and erect a shelter free of charge when requested and said that it would be worth the Council asking for one. The Council has now applied for one to be erected between the access to Greatfields and the Phone Kiosk. This would be of the cantilever type with half sides. If successful the Parish Council would be responsible for cleaning and welfare but the County Council would be responsible for repairs.

Neighbourhood Watch

I feel that we should all be very grateful for our retiring coordinator, Mr. G. Morley, and offer him our grateful thanks for getting the scheme working so well during these past years and publishing all the information about crimes that hed taken place in the Village. We must also give a welcome to Mr. Peter Tillett for coming in as our new coordinator. I am sure he will carry on the good work.

Parish Meeting

This will be held on Thursday April 22nd in the Village Hall at 7.30pm when all electors can come along and say their piece. The guest speaker will be Joe Hefford of Go East who will give a talk on Renewable Energy.

The Old Forge:

The Land Registry has confirmed that it appears this property is not registered with them and cannot give any further information. This has been passed onto the Pond Project.

Planning:

Babergh has given permission for a stable block to be erected on land at The Nook, Almshouse Green.

Grant:

 The Council has made it's promised grant of £200 for the publishing of Thorpe Times, which is delivered to each household free of charge. The Council at its November meeting will be approving the precept required for funding the Council's financial commitments for the year 2004-2005.

Drugs and Alcohol concern:

NORCAS has asked Council if it would publish that there is a help line for those that are affected by the use of Drugs and/or Alcohol. This service is free and confidential for advice, information and emotional support. The Suffolk Help Line is on Freephone 0808 800 1122.

Suffolk Age Concern:

This is a local independent charity providing advice, information and a range of services for people over 60 and those caring for them. Their advice service assists senior citizens to claim all the money benefits they are entitled to together with support teams, home helps and a befriending service for older people who feel lonely or isolated. Birds Farm:

An on-site meeting was held with the farm manager regarding the landscaping and screening of the new dairy complex. It was noticed that some of the planting had not survived. It will be replaced when conditions are more favourable, and more landscaping will be done. Everything being equal, all conditions of the planning permission will be carried out within the time schedule.

The Old Forge, Blacksmiths Lane:

A site meeting was held with the interested parties and Babergh's Countryside Officer as to clearing the site/pond to make it more pleasant and to encourage wildlife and the bird population. Estimates for clearing out the site are needed and grants could be available. As the owner of the site is not known, the SALC has been asked for advice. From the reply, it appears that a lot of research is needed before any claim can be made on the site.

Planning:

Council approved the application for a stable block to be erected on land at the Nook. This is separate from the application granting permission on land adjacent to the Nook.

Light Pollution:

Lighting towers at Wattisham Airfield can be seen from Thorpe. In response to a query, airfield authorities said that the lights were installed for the safety of aircraft and for the arrival of the new Apache helicopters. The brightness of the lights is of the standard recommended by the International Civil Aviation Organisation and was approved by Mid Suffolk Planning Department.

Council Audit:

As the Council's accounts are now in for audit, I would like to thank John Squirrell, who acts as our Responsible Finance Officer, for checking the accounts on a six monthly basis, and to Neil Walmsley who once again acted as the internal auditor in compliance with the Audit Commission regulations.

At the May meeting for the new term of office for Parish Councillors, Mrs. A. Nicholls was re-elected as Chairperson and Mr. K. Lee as Vice-Chairperson for the ensuing year. As Mr. C. Simpson did not want to continue as Vice-Chair, Mrs. Nicholls thanked him for his great service during his term of office as Chair and Vice-Chair for the past 28 years. I must point out he is still a valued Councillor.

Blacksmiths Lane: A request was made to the County Highways manager for remedial work to be carried out on the very large potholes that are a danger to all road users. In his reply it was said that he did not have the funds to do any major works but would fill in the worst holes. As no action has yet taken plac, a further letter has been sent to the Highways Manager on this issue and a reply is awaited.

The Old Forge: A meeting is to be arranged with the interested parties and Babergh's Countryside Officer to see what would be the best way forward in cleaning out the rubbish from the pond. Interested parties should contact Julia Dalley who is the leader or myself.

Birds Farm: A meeting will have taken place with Councillors and the farm Manager with regard to the landscaping/ screening at the new Dairy Complex. A further report will be given in the next issue following the full Council meeting.

Audit: The yearly audit of the Parish Council's Accounts will be taking place after the 12th September. Notices to this effect will be published on the Council's notice board giving the electors rights to inspect the accounts.

Planning: Council approved the demolition of Woodview bungalow and the erection of a two storey dwelling and detached garage. Also approved was the erection of a stable block and cart lodge following demolition of existing buildings at Green farm. Babergh has also given permission to both applications.

Elections: As there was not a Parish Council election this year the Council will continue to be served by the present members as they were all returned unopposed. They will formally take office on 15th May, having signed their acceptance of office forms, and will serve for the next four years.

 

We now have a new Babergh District Councillor in Clive Arthey who won the seat in the May election. Our previous District Councillor, David Hodge, did not stand for this term, and I would like to thank him for all the help he has given during his terms of office since 1974, and wish him well for the future.

 

Planning:: Babergh has granted permission for the erection of stable block, field shelter/hay barn and manege on land adjacent to The Nook, Almshouse Green. Permission has also been granted for the erection of a two-storey dwelling (demolition of remaining sections of fire-damaged dwelling) for Potash Farm.

 

Council at its next meeting (May 15th) will have to consider the application for the erection of a two-storey dwelling and detached garage (following demolition of existing dwelling and garage) and alteration of existing vehicular access for Woodview, Bury Road.

 

Annual Parish Meeting:: This was held in April with reasonable support from the public. There were reports from the Chair of the Parish Council, Chair of Village Hall, PC Ruth Horton, Trustee of the Bowl Charity which is now closed, and District and County Councillors, all of which were well received. There was some concern as to the rat infestation in parts of the village and what action is being taken to keep this under control. It was accepted that the grass bank at the Village Hall car park be left uncut during the flowering season. It was asked if all the outside lights at Birds Farm dairy need be on during the hours of darkness because of light intrusion. These issues will be discussed by the Council.

 

The Old Forge:: A group of volunteers would like to undertake the task of clearing and cleaning out the pond adjacent to the Forge to make it more environmentally friendly. The Parish council has approached Babergh Council to see if there are any grants available to help with the cost of hiring a skip to take the rubbish away. This would be the only cost. A reply is still awaited from Babergh.

 

Pink Bags:: If anyone runs out of bags, I have some spares so that you can continue to re­cycle. Babergh will in future months be issuing Blue Bins for your re-cycled materials, and will be giving notice to areas when it takes effect.

Highways:

The County Council will hopefully check the pipes / drains outside Mount Farm and will clear if found blocked. Any improvement work needed will not be carried out until the new financial year. Arrangements are to be made for the inspection of the potholes in Blacksmiths Lane, these would be filled but any major works would have to wait until a later date.

Finance:

The auditors, Lubbock Fine, has approved the accounts for the year ending 31st March 2002 and has given a clean bill of health.

Freedom of Information Act 2000:

Having adopted the Parish Council Model Scheme ( Core Classes Only ) for publication schemes the Information Commissioner has approved the one submitted by the Council and will continue until 28th February 2006.

Planning:

Council approved in principle with some comments for the change of agricultural land to the exercising and grazing of horses, erection of stable block, field shelter / hay bar and menage on land adjacent to The Nook, Almshouse Green.

An application for the erection of detached two-storey dwelling ( demolition of remaining sections of fire damaged dwelling ) at Potash Farm is to be considered at the next Council Meeting.

Babergh District Council has granted permission for the change of use of agricultural land to domestic use at Three New Cottages.

An Appeal against Babergh's refusal for a dwelling in part of the garden at Sparkes Barn has been dismissed by Lucy Drake BSc MSc MRTPI, the Appeal Inspector.

Bungalow Vacancies:

As these become vacant at Greatfields it appears there is no one wishing to be considered for the tenancy within the village or anyone who may have connections with the village. Council has been asked by the Suffolk Housing Society and Babergh D.C. that anyone in the required age group interested in a tenancy should ensure their names are made known to both parties.

Elections:

May 1st 2003 is the day for both Parish Council and District Council Elections and if these are contested the Polling Station will be in the Village Hall. Use your Vote if the need arises.

Parish Meeting:

The Parish Meeting is open to all Parishioners whose names are on the Electoral Roll and are most welcome to be present and air their views on Parish matters. It is hoped that both our County and District Councillors will be present. The meeting will be on Thursday 10th April at 7.30pm in the Village Hall.

Annual Parish Council Meeting:

This will be held in the Village Hall on Thursday 15th May at 8pm when Parish Councillors have to sign their Declaration of Acceptance of Office for their new term of office. The Public are also invited to attend but will not be able to speak unless asked to do so by the Chairman.

01/02/2003

Highway Matters:

The highways manager was asked to take some remedial action where the grass verge opposite Clay Hall appears to be subsiding, in his reply he said no action could be taken until the next financial year.

Having received permission from the land owner, the overhanging hedgerow in the Elm Tree Farm area will be trimmed back in the spring. The Drift hedgerows will also be trimmed back to allow better access to Footpath No. 4.

It was reported that an unofficial notice 'No Horses' had been placed on the U8003 Bulls Wood Lane. Council feels this should be removed and those responsible be informed.

Precept for 2003 / 2004:

The precept was approved at the December meeting of £ 1450. This will mean the Parish part of the Council Tax for a Band D property would unofficially be in the region of £ 14. This will be stated on your Council Tax Demand.

Planning:

Council approved the change of use of agricultural land to domestic garden land adjacent to No.3 New Cottages.

Babergh has granted permission for an extension at Moat Farm and Approval of Reserved Matters for dwelling ( allowed on appeal ) on land adjacent to the Bull Inn.

Notice was received of an appeal against Babergh's refusal for a dwelling in part of the garden to Sparkes Barn.

Freedom of Information Act 2000:

The Council, at a special meeting in December, adopted The Model Code of the Freedom of Information Act 2000 in what is termed Core Classes only. Under the Scheme the Council has a statutory right to have and make available for inspection by the electorate information relating to minutes, finance, planning and other papers as requested. There will be a charge for any copies that are required.

Notice of the Resolution and where copies of the Scheme are available are posted on the Parish Notice Board and on the Website.

The Council's version of how it sees the Scheme should work for the Parish is with the Information Commissioner for his approval and will be published if and when approval is granted.

Council Meeting:

The March Council Meeting will be on Thursday 20th March at 8pm at the Village Hall.

Stone Corner:

Council has made contact with the landowner as regards to the way in which flood water flows downstream and if any improvements can be made in it's flow. The landowner has said he would clean out the ditches to allow the water to flow more freely, which is much appreciated.

Newsons Farm / Elm Farm Corner:

Concern was shown as to the overhanging hedge/trees along the roadside approaching Elm Farm from the Newsons Farm corner. The owner is to be approached to see what action can be taken.

Planning:

An appeal has been made against Babergh's refusal to allow a dwelling and garage to be erected on part of the garden at Sparkes Barn. Council had no further comments to make other than those already made.

Supported on local needs, Babergh has granted permission for an extension to the north elevation at Moat Farm.

Council gave its approval to the plans for a dwelling and garage ( granted on appeal ) on land adjacent to the Bull Inn, providing good quality materials are used and not infilling the existing pond.

Application to Dispense:

The Long Melford/Lavenham Surgeries have applied to dispense medicines from their own practice and have caused a lot of concern to the local pharmacies which, if granted, could end the excellent services they give to the local people. The Council does not support the application to dispense but fully supports the local pharmacies and these views have been forwarded to the Suffolk Practitioners Services.

Recycling:

From December 2002 PINK BAGS will be collected by a separate vehicle on alternate weeks as the first step in Babergh's plans to improve recycling rates.  A Blue or Yellow sticker will be fixed to each household bin to denote which week the collection will be made, blue week areas will start on the 2nd December and yellow areas on the 9th December, actual dates for collection will be published before the start date. During November each household will be receiving a pack of 25 pink bags from the contractor.

Freedom of Information Act 2000:

Parish Councils, under this Act, now have to adopt the Model Publication Scheme for Local Councils (Core Classes only) and make a resolution and declaration that these are available as to what information the Council will provide and the way in which it will be published. The first Discussion on this new Act will be at the Parish Council Meeting on 21st November and a further meeting will be needed to finalise all details. Notification to be given and a copy sent to the Information Commissioner.

Highways:

I am pleased to say that all matters in this field have been very quiet over the last two months without the Council having to take any action. I would also like to thank all road users for their patience during the busy harvest period when meeting the large agricultural machinery. Now with winter approaching and the grass verges getting softer caution will still be needed when meeting vehicles so as to avoid too much damage especially outside people’s property.

 Planning:

Babergh has granted permission for extension to No3 Blacksmiths Lane and for extensions and conversion to Hill Farm. Plans have been received for a dwelling on land adjacent to The Bull Inn which will be considered at the next Council Meeting. Outline planning was granted following an appeal.

Finance:

The audit of the accounts for year ending 31st March 2001 has been completed and was approved by the auditor. Under the new audit system we have to appoint an internal auditor. I would like to thank Neil Walmsley for carrying out the audit for us and John Squirrell for acting as our RFO and checking the accounts every six months. The annual return for the year ending 31st March 2002 is now with the appointed external auditor.

Village Sign:

As you should have already noticed the Village Sign has been refurbished and back to its full glory, our sincere thanks goes to Neville Warnes who undertook to have the refurbishment carried out.

Council Meeting:

The next Parish Council meeting will be on Thursday November 21st at 8pm in the Village Hall.

Flooding at the Stone Corner:

 Further investigation is being made to see if this can be reduced during very heavy rainfalls. Councillor John Gagen is to talk with the downstream landowners to see if improvements can be made for the flow of water. 

Planning:

Babergh has granted permission for the re-roofing of the Village Hall, change of use of land at Barleydale, Grove Farm and for the erection of Flue at Valley Farm Barn. However permission was refused for a dwelling on land adjacent to Sparkes Barn. The Parish Council has approved the re­building of Potash Farm House which was damaged by fire and has now been de-listed. 

Finance:

The Council’s accounts for the year ending 31st March 2001 is in the process of being audited. Under the new audit system this will be carried out every year instead of every three years. Council has made grants of £100 each to the Village Hall and The Churchyard Fund. It has also given a grant of £200 to the Jubilee Fund.

The Parish Meeting: 

This was held in April but I am sorry to say the attendance was very disappointing as there were only two members of the public present with all Councillors and our District and County Councillors. PC A Seager was also present and he gave the sad news that he would shortly be leaving as our Community Beat Officer. A new one will be appointed.

Model Code of Conduct:

The Council has signed up for The Parish Councils (Model Code of Conduct) Order 2001. Councillors have also completed The Register of Members Interests and have also signed their Declaration of Acceptance of Office. Notices to this effect will be published in due course and displayed on the parish notice boards.

 Annual Parish Council Meeting:

The Annual Parish Council Meeting on the 16th May will have taken place by the time you read these notes.

 The following Council meeting will be on Thursday 18th July.

The electoral changes for the new warding arrangements have now been signed. Papers were received from the Long Melford practice seeking support to dispense medicines from their own surgeries. There was also a request from the Lavenham Pharmacy that this action is not supported. Although council was sympathetic in both cases no action was taken.

The new register of electors for 2002 has now been published. Access to this is always available via the Parish Clark for anyone wishing to confirm they are listed in the register.

Highways investigations are on going to try and reduce the flooding at The Stone and to see if there is a problem downstream with any blockages that are not helpful to the situation.

The County Council is unlikely to carry out any structural repairs to the carriageway in the Valley Farm/Water Hall area in the near future.

 

Planning

 

Council approved plans for re-roofing the Village Hall and for the change of use of some land from agricultural to domestic at Barleydale, Grove Farm. Council also approved the erection of a dwelling on grounds adjacent Sparks Barn on the grounds of local needs.

 

Bowls Charity

 

It has been agreed that this should now be wound up as the income is so small that it does not meet in any way the purpose for which it was intended. Further information is awaited from the Charity Commission.

 

Mini Bus Scheme

County Councillor J.Roberts reported on the Parishes Mini Bus Scheme stating that there have to be eight parishes joining together to make it work and asked for Thorpe’s support. Further investigations to be made.

The next Parish Council Meeting will be on Thursday 21st March at 20.00hrs in the Village Hall.

 

The Parish Meeting will be on Thursday l8th April at 19.30hrs.It is hoped that as many registered electors as possible will be present. This is your chance to air your views on the way the council is managing the parish affairs so please make an effort to attend.

Green Lane - Following site meetings between the Parish Council, County Council, Mr. M. Warner of The Old Rectory and Mr M. Bowers of Strutt & Parker (Farms) Ltd. progress was made on the best way forward to ease the flooding problems in the Lane. A new ditch in the old school meadow is to be constructed with larger drain pipes laid at both ends of this section as well as under the gateway of The Old Rectory. Our thanks go to Mr. Warner and Strutt & Parker for all they have done in making this possible and also for carrying out some of the works themselves at their own expense. By the time you read these notes the works should be completed.

  

The Babergh Local Plan Alteration No.2, First Deposit Draft has been published and has been open to all residents to address and make comments, the closing date for this was the 29th October.

 

Babergh will once again have their annual Community Achievement Awards Scheme and will be looking for nominations for those over and those under the age of 18. These awards highlight the good and often unseen work of the members of the local Babergh communities; nomination forms are now available from the Parish Clerk.

The County Council has approved a new policy on the siting of telecommunications equipment on County Council owned property. A tailored approach prohibiting new masts and base stations on schools, fire stations, homes for the elderly or other locations where there is likely to be significant public exposure to radio frequency r:adiation has been adopted.

 

I trust you have returned your electoral roll forms by now, if not, you will be left off the register and will not be able to vote in any future elections. On a personal note, I returned my form but still got another reminder to return it, if this has happened to you do not worry too much.

01/07/01

At the Annual Parish Council Meeting in May, Mrs. A. Nicholls was re-elected as Chairperson and Mr. C. Simpson as Vice-Chair.

Highways: As the new warning signs have now been erected at the Lavenham Road end of Water Mill River Hill, the Council has now asked for the same warnings to be given to travellers going from the village towards Water Mill River Hill. Following a request, the Council asked about the possibility of a 30 mph speed limit in this area. In response it appears very unlikely any restrictions will be provided.

Now that the wet weather appears to have left us this will give a chance for our roadside verges to recover from the damage they have received during the past months. While we know that our roads are not wide enough to take all the modern day traffic that uses them and goes through the village, we do appeal to everyone to take great care when meeting or passing vehicles. This will avoid damaging the verges especially on the frontage of dwellings or properties as a number of householders try to keep the village looking neat and tidy.

Planning:  Babergh has given permission for new windows and alterations to Willow Cottage and for a new access road to Jaggards Barn. The application from Strutt & Parker ( Farms ) Ltd for a new dairy complex at Birds Farm was discussed in great detail. The Council approved in general the application providing its comments were accepted that the buildings be colour co-ordinated with the local surroundings. It was stressed that the disposal of slurry and waste water should be carried out in a controlled, safe way so as not to create any smells or pollution of the water courses. The Council is aware that changes have to be made to keep up to date with the dairy business and the stringent measures required for health and safety. This complex would also keep the dairy and employment within the village and would take farm traffic off the roads as there would be no or very little straw baling or muck carting. It is now in the hands of the Babergh Development Committee to decide the outcome.

Foot and Mouth Crisis: As many of the footpaths are now open, the public is still asked not to use any of the paths that go near livestock so as to prevent any chance of spreading the disease. Dogs should also be kept on a lead and not allowed to wander off the footpaths. If your dog fouls the paths please clean it up so that others can enjoy their walks.

Special Constables:  Suffolk Special Constabulary are looking for new applications for policing in the Sudbury Sector; you need to be 18 1/2 to 50 years old, in good health and of good character. Candidates from all ethnic backgrounds are invited. An information evening is being held at Sudbury Town Hall on Monday July 16th at 7.30pm. There is still some concern about the water/flooding problems on the Lavenham Road / Water Mill / River Hill area and also at the southern end of Green Lane. The County Highways Manager has been asked to get these problems solved in the not too distant future.

Periodic Electoral Review

This has been in the forefront in recent weeks and has resulted in a new proposal, which will be submitted to the Commission by Babergh and will include the Parishes of Cockfield, Chelsworth, Kettlebaston, Monks Eleigh, Brent Eleigh, Preston St. Mary and Thorpe Morieux. This is the result of all the work done by our own and neighbouring councillors.

Thorpe Times

The Council has sent a letter of thanks and appreciation to Mr. & Mrs Bee for all the work they did as editors in creating and publishing the newsletter for the past three years. As they have now retired as editors, we wish the new editors every success in this new venture for them.

Planning

Council has recommended that approval for Listed Building Consent be given for new windows at Willow Cottage and the construction of a new vehicular access for Jaggards Barn.

Footpaths

Although restrictions on some of the paths have now been removed, it is requested that great care is taken when walking the footpaths so as to prevent any chance of foot and mouth disease being brought into our area.

Parish Meeting

This was held on Thursday 5th April and the attendance was rather disappointing. However the business of the meeting was carried out.

The Chairperson of the Parish Council, Mrs. A. Nicholls, gave reports on the issues the Council had been involved in, namely highway matters, planning, local periodic review and other parish matters.

The Village Hall report, given by Mrs. J. Gagen, was very encouraging with plans for future improvements to the Hall and Car Park.

Mr. J. Gleed, County Councillor, gave a report on the workings of the County Council, as did Mr. D. Hodge on Babergh District Council's activities.

Mr. G. Morley reported on the Neighbourhood Watch and explained how notice is given of any incidents that occur in the village.

Mr. P. Brooks gave a presentation about how the Thorpe Morieux Village Website will function when it is in full operation. This created great interest with the chance of using one's skills to visit the different pages of the site.

A.O.B

Concern was shown at the state of the grass verges, which are being eroded and damaged by vehicles, and the mud which is left on the roads. This has not been helped by all the wet weather we have had recently. However, the Council will be considering these concerns at the next meeting.

The next Parish Council Meeting will be on Thursday 10th May 2001.

 

01/03/2001

1. Highways
The Council is still awaiting a reply from the Highways Manager to its request for a time to be given for the warning signs to be erected on the Lavenham Road. The mileage on some of the signposts are to be checked and adjusted if found to be incorrect and Thorpe Morieux will be added to the stems of the posts hopefully sometime in the spring.
2. The Old Chapel
As there was some concern over the structural condition of The Chapel, Strutt & Parker ( Farms ) has said that it will carry out any work to keep it in a sound condition.
3. Grass Cutting
Their Manager has asked Council if it would like them to cut the grass verges at Thorpe Green, Wash Corner and Mount Farm as in the past. This was much appreciated and accepted by Council.
4. Audit
The audit of the Parish Council accounts has now taken place and have been approved by the Auditor.
5. Resignation
After serving for 14 years on the Parish Council, Councillor John Cytacki has resigned as he has now moved away from the Parish. An Election has now been called to fill the vacancy- this will be on Thursday 15th March 2001, the Polling Station will be the Village Hall and will be open between the hours of 8.00hrs and 21.00hrs.
6. Meetings
The next Parish Council Meeting will be on Thursday 8th March 2001 in the Village Hall at 20.00hrs.
The Parish Meeting will be held in the Village Hall on Thursday 5th April 2001 at 19.30hrs. This meeting is very important to all those whose names are on the Register of Electors as this is the time when one can speak on any issues concerning the Parish and which comes under the powers of the Parish Council.
